The financial contribution breaks down into 12 billion FCFA in loans for social infrastructure projects and 15 billion FCFA in non-repayable humanitarian allocations for the care of vulnerable populations.

The budgetary effort of Bern is part of the execution of the strategic roadmap called "Chad Connection 2030". This national development plan, launched in November 2025 during the Abu Dhabi investors' forum, aims to mobilize $30 billion (approximately 18,000 billion FCFA) spread over 268 structuring projects. Among the priority sectors, water resource management absorbs $3.8 billion (2,172.46 billion FCFA), or more than 10% of the total envelope, a domain that has already attracted $160 million in World Bank commitments and $50 million in American donations.

The Swiss credits allocated for the 2026 fiscal year also include a direct allocation of 1 billion FCFA dedicated to the general population census operations. An additional envelope of approximately 1 billion FCFA supports the assistance programs carried out in the Wadi Fira region by the Norwegian Refugee Council and the Danish Refugee Council. The orientation of bilateral flows prioritizes the economic empowerment of women, administrative decentralization, pastoralism, and the strengthening of local microenterprises' capacities.
