Thus, fiber optic access now ranks as an essential collective utility, on par with drinking water and electricity networks. The initiative, whose pilot phase launches on an initial sample of 40 households, aims to generalize telecom pre-wiring across all existing and future residential programs managed by the public developer.

The agreement defines a privileged access model designed to boost broadband penetration in residential areas. Residents of SIC estates will benefit from dedicated fiber optic subscription packages starting at 15,000 CFA francs per month, with connection fees set at 25,000 CFA francs. For the historic operator, this partnership serves as a strategic lever to expand its retail subscriber base, while addressing growing uses linked to remote work, digital education, and interactive audiovisual services.

On the construction front, the protocol now mandates the integration of telecommunications networks from the design and structural works phase of buildings. This preventive approach, already materialized on the Mfoundi real estate program, eliminates subsequent fit-out cost overruns and enables immediate service activation upon key handover to buyers.

Beyond this rollout, the institutional synergy encompasses SIC's digital transformation. The program provides for the secure connection of its headquarters to its 19 regional delegations and operational agencies to support the deployment of its new Enterprise Resource Planning (ERP) system. This mesh will optimize rent collection tracking, asset management, and accounting consolidation. Additionally, SIC plans to host its databases on Camtel's secure data centers.

This convergence between urban planning and digital infrastructure lays the groundwork for a connected housing model, aligned with national digital economy development objectives.
