Structured around 6 strategic axes, the roadmap aims to generate an average annual growth gain of 2.3 points, representing an estimated additional revenue of 105 billion FCFA per year. 


Among the priority operational initiatives, the creation of a mortgage refinancing fund intended to address a housing deficit estimated at 2.5 million units stands out; in parallel, a guarantee fund management company dedicated to financing small and medium-sized enterprises.

Cleaning up bank balance sheets involves reducing the non-performing loan rate, set at 13.4% in 2022, through the operationalization of a credit information bureau and strengthening debt recovery procedures. Furthermore, encouraging the transformation of microfinance institutions into commercial outlets will expand the national network from 19 to 30 licensed banks by the end of the decade.

The establishment of these new monetary levers will secure financing for the real economy while attracting diaspora capital.  


The strengthening of these specialized institutions will provide public decision-makers with a solid financial foundation capable of sustainably supporting productive investments.
