Illegal Gold Exploitation: Towards the End of Impunity?
The government's crackdown on mining fraud marks the necessary return of public authority to the heart of the national economy. In the face of the evaporation of 577.51 billion FCFA in tax revenue over five years, the firm stance taken by the Ministry of Mines, Industry and Technological Development (MINMIDT) is a major step in regulating this sector. Tolerance towards evasion networks has for too long weakened public authority. The registration of only 147 kg of gold through legal channels, out of over 46 tons transported abroad, demonstrates that fraud has taken hold. This failure of control mechanisms at borders necessitates a rupture. The State now requires the physical presence of tax agents at extraction sites: budgetary sovereignty begins where the raw material is extracted from the soil.
The goal of recovering 300 billion FCFA from 50 targeted companies testifies to the State's determination to clean up the sector. The closure of 200 clandestine operations proves that public authority has the means to command respect as long as there is political will. The strict application of the 2023 Mining Code and the collection of royalties at source must become intangible rules to restore the confidence of financial partners.
To perpetuate the reconquest of national gold, the authorities must remain inflexible. Public authority must condition the issuance of exploitation permits to exemplary tax civism and the obligation to transform part of the production on the territory. It is also necessary to strengthen coordination between financial regulators and the banking system to reintegrate all financial flows into official channels. Through this firm orientation and methodical cleanup, the State will transform fiscal rigor into a lever of autonomous, dignified, and sustainable economic emancipation.
