With a total amount of 107,325 million CFA francs, all taxes included, or approximately 137,204 euros excluding VAT, this contract is financed through the IDA credit granted by the World Bank to improve transparency and financial viability in the sector. 


The award procedure, spread over nearly two years since the launch of the expression of interest call, enabled the winning consortium to prevail with a combined score of 97.35 points, surpassing competing offers submitted by other international firms.

This retrospective investigation takes place in a unique institutional context, marked by the transformation of the structure into a public capital company renamed Cameroonian Electricity Company (Socadel). 

The scope of the mission will focus exclusively on production, distribution, and commercialization indicators recorded under the previous governance, without extending to the results of the new public entity. 

The mandate entrusted to the experts includes field visits, validation workshops, and an in-depth training component intended for the regulator and ministry teams, aiming to equip Arsel with a sustainable methodology for conducting its future regulatory audits.
