The proceedings opened with a rigorous financial assessment established at the end of the first quarter of 2026. Over the first three months of the year, public revenues collected amounted to 1,331.4 billion FCFA, while executed expenditures reached 1,547.1 billion FCFA. The intermediate treasury deficit reflects the considerable weight of external and internal debt service, the progressive settlement of accumulated arrears to private contractors, and the assumption of fuel subsidies aimed at preserving purchasing power.

Reflections led by experts from the budget network revolve around five strategic thematic axes for the preparation of the future finance law. The established guidelines impose a change in doctrine in capital expenditure programming. Administrations must prioritize the allocation of available resources to the completion of ongoing physical projects and ensure the full functionality of already constructed infrastructure across the national territory. The objective is to transform the stock of public investments into a direct lever for the private sector and national growth.

Directives transmitted to all expenditure authorizers prescribe the drafting of sectoral budget proposals in strict compliance with presidential guidelines. The government aims to reconcile the acceleration of economic transformation with increased budget discipline. Selectivity in the choice of new projects, control of operating costs, and rationalization of state intervention mechanisms constitute the pillars of the roadmap adopted to consolidate Cameroon's macrofiscal balances for the 2027 fiscal year.
