This regulatory measure formalizes the convergence of digital public services under the technical supervision of the Ministry in charge of Digital Affairs. Faced with the economic cost of dispersed procedures, the Congolese authorities are deploying this infrastructure to optimize relations with users and eliminate bureaucratic bottlenecks.
This technological shift is part of the strategic orientations of the "Digital Nation 2030" vision, following the first milestones of the National Digital Plan "Horizon 2025". The project aims to federate the administrations of the 26 provinces of the national territory around a shared database, breaking with the compartmentalization of sectoral portals. The deployment is directly linked to the ongoing census for the attribution of a national digital identity system, a mandatory condition for securing access to online transactional platforms for millions of administered individuals. In the long term, the centralization of information flows should guarantee the traceability of files, reduce the management costs of ministries, and enhance the level of cybersecurity in the face of threats of user data piracy.
By implementing this reform, the DRC is joining the ranks of continental economies engaged in modernizing their governance. Kinshasa is drawing inspiration from the efficiency gains recorded by pioneering states such as Rwanda, Morocco, Senegal, or Benin, where digitization has made it possible to reduce waiting times for certain administrative formalities by more than 50%. For the Congolese entrepreneurial fabric, this software interconnectivity represents a measurable productivity gain, facilitating business creation and tax payment. The macroeconomic impact of the system now depends on the speed of high-speed internet connectivity expansion across the country.
