The operations carried out by AFG Bank Cameroon and CCA Bank aim to immediately compensate the creditors while replacing outstanding invoices with a repayment schedule negotiated directly with the Ministry of Finance. In terms of volume distribution, AFG Bank absorbs 20 billion FCFA in claims from the Autonomous Port of Douala, 17.1 billion FCFA from the Autonomous Port of Kribi, 15 billion FCFA from Camtel, and 2.2 billion FCFA owed to the Thales group. On its part, CCA Bank takes over 15 billion FCFA in invoices from the Electricity Development Corporation.
This financial maneuver consolidates AFG Bank Cameroon's position as a leader in refinancing state debt, bringing its total amount of repurchased sovereign debt to 241.9 billion FCFA. The accumulation of transfer agreements, combined with the loan granted in December 2025 by Treasury specialists with the guarantee of Afreximbank, increases the structured debt portfolio to 589.2 billion FCFA at the end of the first half of 2026, compared to 297.6 billion FCFA a year earlier, representing a 98% increase.
During the first six months of 2026, the Public Treasury will have raised a total of 800.7 billion FCFA on the national financial market. Treasury Bond and Bill issues account for the majority of the mobilized resources, with 731.4 billion FCFA, while the remaining 69.3 billion FCFA comes directly from the claim repurchase mechanisms. Including external drawings, the overall envelope of financing captured by the government exceeds 1,500 billion FCFA halfway through the year.
