ONACC - FEICOM: A Partnership for Sustainable and Profitable Infrastructure
The National Observatory on Climate Change (ONACC) and the Special Council Support Fund for Mutual Assistance (FEICOM) formalized a framework agreement on October 19, 2026, in Yaoundé. Signed by Prof. Joseph Armathé Amougou, Director General of ONACC, and Philippe Camille Akoa, Director General of FEICOM, in the presence of ONACC Deputy Director General Patrick Mbomba Forghab, the partnership aims to systematically integrate climate variables into the planning and financing of local development in Cameroon.

The agreement aims to align local infrastructure investments financed by FEICOM with the meteorological and environmental projections developed by ONACC, ensuring the durability of community assets against climate shocks. Under this convention, ONACC will make its scientific data, forecast bulletins, and risk maps available to the council bank. These decision-support tools will guide the selection of municipal and regional projects, assess their environmental impact, and adapt local civil engineering to extreme hazards such as floods, droughts, or soil erosion.
For FEICOM, which mobilizes financial resources and ensures equalization in favor of councils, this collaboration serves as a lever to strengthen local financial governance. The incorporation of climate resilience criteria into municipal credit application files will secure committed capital and optimize the socio-economic return of decentralized public investments.
Beyond direct technical assistance to local elected officials, the synergy between ONACC and FEICOM aims to facilitate access for Cameroonian municipalities to international climate finance windows. By backing territorial infrastructure projects with rigorous vulnerability studies validated by ONACC, the two institutions intend to tap new resources from multilateral donors dedicated to climate action. This joint initiative aligns with the implementation of the National Development Strategy (SND30), affirming Cameroon's ambition to build a low-carbon local economy capable of sustaining inclusive and resilient growth across the entire national territory.
