Public Finances: SONARA, Camair-Co, and CAMTEL Account for 93% of Domestic Debt
According to the Autonomous Amortization Fund's records as of the end of June 2026, the direct domestic debt of public enterprises and institutions stands at 319.6 billion FCFA.

Of this total volume, the trio consisting of the National Refining Company, the Camair-Co airline, and the CAMTEL telecommunications operator cumulatively account for 297.3 billion FCFA, or 93% of the portfolio accounted for in this specific compartment.
The Limbe refinery tops the list of public liabilities with 191.3 billion FCFA in obligations, representing 59.9% of the total. The debt of the refurbished industrial facility breaks down into 162.4 billion FCFA in bank commitments and 28.8 billion FCFA in supplier credits, a decrease of 4.1% compared to the 199.5 billion FCFA recorded in December 2025. The national airline ranks second with an unchanged debt of 62.4 billion FCFA (19.5%), while the historic telecommunications operator shows 43.6 billion FCFA (13.6%), a reduction of 11.9% over one year. Other public entities, including the Cameroon Development Corporation (9.4 billion FCFA), FEICOM (7.6 billion FCFA), and Camwater (5.2 billion FCFA), share the remaining 22.3 billion FCFA (7%).
However, the mapping of public commitments excludes floating debt, which is followed independently by the management organization. This parallel portfolio amounts to 156.5 billion FCFA as of the same date, comprising 68.6% of fiscal and customs debt (107.4 billion FCFA) and 21.3% of commercial debt (33.3 billion FCFA). The complete evaluation of the market sector remains pending the accounting treatment of Socadel's liabilities, an entity resulting from the takeover of Eneo's activities, whose provisional estimate approaches 800 billion FCFA. The formal integration of this charge will restructure the hierarchy of financial risks borne by the state's portfolio.
