Made public on October 16, 2026 by the Public Contracts Regulatory Agency (ARMP), the decision signed by the Director General, Philippe Camille Akoa, awards the sole civil engineering works lot to the Chinese group China Shanxi Construction Engineering Group Corp for an amount of 8.722 billion CFA francs including tax. With the technical control services awarded to the firm Le Competing Sarl, the overall investment envelope rises to 9.342 billion CFA francs including tax.

Indeed, following the open national call for tenders procedure launched on June 3, 2026, the China Shanxi group's financial bid prevailed by coming in below FEICOM's initial forecast estimate, set at 9.5 billion CFA francs. This downward gap of 777.55 million CFA francs (an 8.18% discount) allows the public establishment to optimize the acquisition cost of its administrative infrastructure while meeting the technical specifications' requirements.

The planned development program on the Mimetala site encompasses a complete range of finishing works and heavy equipment services. The descriptive estimates include earthworks phases, reinforced concrete structures, masonry, roofing and framing, as well as fluid networks, electrical engineering, centralized air conditioning, fire safety, and the development of external surroundings. The financing of this real estate complex will be backed by FEICOM's own resources allocated to the 2026 and subsequent fiscal years. The provisional works schedule spans a contractual execution period of 36 months from the issuance of the order to commence operations on site.

At the same time, project management and technical supervision of the construction site have been entrusted to the company Le Competing Sarl for a net value of 619.75 million CFA francs including tax, against an initial estimate of 665 million CFA francs. The entry into the operational phase remains, however, subject to the formal harmonization of the project management calendar clauses. A material discrepancy does indeed appear between the initial consultation notice providing for 37 months of support, the award decision mentioning 30 days, and the final communiqué indicating 36 months. A FEICOM regularization addendum will definitively establish the legal framework for this inspection mission.
