Electricity: EDC Raises Capital to 25.3 Billion CFA Francs
By a decision of the extraordinary general meeting, followed by legal registration on October 7, 2026, at the registry of the Yaoundé-Centre Administrative Court of First Instance, Electricity Development Corporation (EDC) increases its capital from 15 to 25.289 billion CFA francs, a 68.6% rise. This major operation rests on the accounting regularization and conversion into equity of 10.289 billion CFA francs in public advances made available by the State of Cameroon between 2008 and 2010.

The supervisory authorization formalized by the Ministry of Finance paved the way for the issuance of 1,028,900 new shares, with a nominal value of 10,000 CFA francs each, fully subscribed by the State as investor. This accounting reclassification, already reflected in the 2025 financial statements published by the Directorate General of Budget, clears the investment subsidies line item and strengthens the public entity's theoretical financial autonomy.
The accounting transition between the 2023 fiscal year and the accounts closed at end-2025 reflects the conclusion of legal arbitrations governing the status of these public transfers. This equity restructuring gives EDC a consolidated balance sheet, more readable for financial rating and assessment of its long-term solvency.
While this nominal capital increase consolidates the top of the balance sheet, it has no direct impact on the company's available cash. Published accounting data show a revised net cash position of 81.3 million CFA francs at the end of the 2025 fiscal year, compared to 736.6 million CFA francs at the start of the period, confirming the absence of fresh liquidity flows linked to this financial engineering operation.
The completion of this capital restructuring nevertheless allows EDC to present a better-calibrated debt profile vis-à-vis the requirements of international lenders, at a time when the company is overseeing the completion of the country's water regulation infrastructure and energy production facilities.
