The discussions notably focused on the operational monitoring of the National Development Strategy (SND30), the evaluation of the import-substitution policy illustrated by the Agro-Pastoral and Fishery Import-Substitution Program (PIISAH), as well as the arbitrations relating to the budgetary framework for the 2027 exercise, all within an international climate marked by the persistence of exogenous shocks.


The assessment of recent indicators shows that at the end of 2025, national activity increased by 3.5% on an annual basis, while the budget balance was kept below the 2% threshold. The outstanding public debt stands at 44% of gross domestic product, positioning itself clearly below the internal limit set at 50% as well as below the CEMAC community norm set at 70%. Commenting on these performances, Minister Alamine Ousmane Mey emphasized that conjunctural resilience cannot constitute an end in itself, but must rather serve as a springboard. According to him, a distinctly more offensive posture is indispensable to materialize the growth ambitions of SND30, which implies a notable intensification of public investment effort.


This orientation aims to consolidate the path leading toward economic emergence by 2035. The imperative lies in amplifying value-added and job-generating investments, while ensuring the optimization of public spending efficiency to maximize the impact of allocated resources.
