The software framework of the new control unit is based on the implementation of the QUALCOP solution, a continuous evaluation technology already used by other telecommunications regulatory bodies in sub-Saharan Africa. The exploitation of metadata flows allows the regulatory body to audit the contractual commitments of telephone companies with respect to the throughput obligations specified in the specifications. The transmission reports will serve as a legal basis for imposing immediate financial penalties on failing operators. The authorities intend to correct the technical asymmetries that penalize the local digital economy, prioritizing the stability of internet connections and the call establishment rate.
The Chadian regulatory offensive comes amid a broader continental debate on the governance of networks. The Global System for Mobile Communications Association (GSMA) expresses reservations about the effectiveness of purely coercive policies, recalling that systematic financial sanctions applied in markets such as Cameroon or Nigeria have generated mixed results. The employers' organization warns that excessive rigidity in setting performance criteria risks discouraging long-term private investment, essential for the expansion of fiber optic networks. The GSMA instead advocates for a co-regulation model based on the transparent publication of audience measures to stimulate healthy commercial competition between concessionaires.
