This meeting, which saw the participation of mayors and general secretaries, enabled local executives to acquire the essential methodological tools to guarantee the technical, financial, and administrative viability of these real estate assets. Discussions allowed for an assessment of progress made, clarification of the regulatory framework governing communal housing, and the definition of rigorous procedures applicable to the commissioning of infrastructure.
Mastery of rental management and recovery mechanisms constitutes one of the cardinal axes of this capacity-building initiative.
Faced with the risks of arrears and the complexity of lease administration, the workshop emphasized the imperative of transparent governance to ensure the financial sustainability of investments made. Rent setting and fee monitoring must adhere to strict standards to enable municipalities to maintain the estates and initiate a virtuous cycle of self-financing. Participants were thus invited to approach these projects not only from the angle of accounting profitability, but also as structuring levers for sustainable urban planning and access to decent living conditions for populations.
Supported by the joint action of FEICOM, the Cameroon Real Estate Credit Bank, and the federations of local power associations, this initiative illustrates the will to structure a genuine communal housing economy. By professionalizing the management of municipal estates, local authorities affirm their role as indispensable actors in the socio-economic development of territories.
