Resulting from administrative engineering work carried out jointly by the MINEPAT inspection brigade and the CONSUPE audit teams, the manual standardizes accounting verification protocols, strengthens financial risk mapping, and secures public investment allocations. The generalization of new evaluation grids responds to a transparency and accountability imperative, indispensable for guaranteeing the credibility of government action towards funding agencies and international technical partners.
The adoption of the tool aims to absorb financial losses recorded during the execution of infrastructure projects. To concretize the mutation of administrative working methods, the head of the economic department formulates 3 obligatory strategic orientations intended for all program managers and general inspectors: immediate appropriation of control mechanisms by operational staff, organization of continuous training sessions to raise the level of qualification of verifiers, and periodic revision of performance indicators to adapt to international accounting standards. The alignment of procedures with the norms of the Higher Council of State Control aims to establish rigorous monitoring of credits allocated to regional and departmental delegations. Systematic evaluation of financial commitments will make it possible to increase the physical execution rate of programmed investments on the national territory, by eliminating bureaucratic delays and over-invoicing that hinder the efficiency of public resources.
The structuring of budgetary monitoring consolidates the modernization trajectory of state financial management desired by the high government hierarchy. The systematization of internal audit at MINEPAT now offers a harmonized reading grid to appreciate the socio-economic profitability of projects under tutelage, from the planning phase to the final evaluation on the ground. By making financial governance more reliable and securing the expenditure commitment circuit, the economic administration intends to maximize the impact of each CFA franc injected into the national economy. The progressive generalization of accountability principles within sectoral ministries should ultimately guarantee an optimal allocation of public funds, strengthening the global competitiveness of state structures and the attractiveness of investment programs to Cameroon's financial partners.
