Public-Private Partnerships: CARPA Evaluates a Portfolio of 4,895 Billion FCFA in Investment Projects
The Council for the Implementation of Partnership Contracts has mandated the Polygone SARL firm to conduct a study on the mobilizable capital channels within the framework of public-private partnerships. This contract, awarded for an amount of 39.35 million FCFA, including taxes, and with a two-month execution period, comes as the investment portfolio monitored by the Autonomous Amortization Fund reaches 4,895.1 billion FCFA, representing 14.1% of the gross domestic product at the end of the first quarter of 2026.

The investigation will cover all institutional and private lenders to measure loan durations, return requirements, and guarantee levels demanded. The analysis will review the liquidity of commercial banks, insurance companies, pension funds, the Development Bank of Central African States, as well as opportunities offered by the regional financial market, climate finance, and Islamic finance. The approach aims to resolve the bankability equation of highway, energy, and railway projects - with amortizations spread over fifteen to thirty years - in the face of often limited local banking resources with short or medium-term maturities. The mission will also examine the prudential rules of the Bank of Central African States to measure the ability of credit institutions to immobilize their funds over long periods.
The mapping will allow for structuring the risk distribution to avoid the accumulation of state guarantees that could transform into deferred charges for the national budget. The consultants must develop credit enhancement mechanisms adapted to secure private investors without imposing excessive indemnity rents on the administration. The CAA also specifies that the overall estimate currently excludes the 5,400 billion FCFA envelope projected for the cross-border railway link between Cameroon and Congo, a giant project whose contractual commitments do not yet exclusively fall under national public finances.
