Backed by a simultaneous EUR-USD currency hedge, the transaction carries a euro-denominated coupon of 7.88% per annum with a maturity set for October 2029. The success of this debut issue was notably anchored by the commitment of Africa Finance Corporation (AFC) as a strategic anchor investor.
This international fundraising increases the balance sheet of the sub-regional financial institution by approximately 15%. It bolsters its liquidity while accelerating the pace of disbursements for structural projects in the Economic and Monetary Community of Central Africa (CEMAC), particularly in the agro-industry, transport, energy, and industrial equipment sectors. The transaction follows Moody's affirmation of the "Ba3" credit rating with a stable outlook, and coincides with the signing of a €30 million credit line granted by the Arab Bank for Economic Development in Africa (BADEA).
By establishing rigorous financial communication mechanisms—including semi-annual conferences with subscribers and the publication of portfolio monitoring statements—the BDEAC aims to cement its presence on the international bond market. Under the leadership of its President, Mr. Dieudonné Evou Mekou, the institution intends to pursue a reform trajectory aimed at elevating its risk profile to the "Investment Grade" category. A financial engineering strategy essential to sustaining economic integration and stimulating productive investment in the Central African basin.
