The acquisition of these sophisticated equipment goes beyond the simple purchase of measuring devices; the specifications integrate cutting-edge IT solutions. Contractual clauses provide for the delivery of communication infrastructures, a software platform hosted on dedicated servers, ten portable terminals, and gateways for linking with mobile payment channels. The neighborhoods of Bonabéri in Douala and Odza in Yaoundé will serve as pilot zones for this first wave, representing 7.5% of a broader global program aiming to install 40,000 units in the long term, supported by the World Bank.
Absorbing operational losses that undermine Camwater’s financial balance constitutes the primary challenge of this technological shift. Recent fiscal data underscore the urgency of the situation, as the public entity recorded a net loss of 2.21 billion FCFA, following a deficit of 3.16 billion FCFA the previous year, exacerbated by a proportion of non-billed water approaching 40%.
By setting an execution deadline of 180 days from notification, general management hopes to sustainably improve its collection rate and stabilize revenues by 2028.
