The operationalization of the agency, marked by the appointment of its first Director, Gilbert Biwole, in 1977, followed by the definition of the allocation keys for the Additional Communal Centimes (CAC) in 1995, made it possible to structure the budgetary engineering of municipalities. Feicom's evolution accelerated at the turn of the 2000s with its structural reorganization and the appointment of its first General Manager, concretizing the professionalization of its local credit operations. This financial intermediation dynamic reached a decisive milestone during the reorganization of October 31, 2018, enacted by presidential decree. By acquiring the status of a public establishment with an economic and financial character, the institution broadened its levers of action to act as a true banking and technical partner for local authorities.
This operational maturity has been accompanied by constant international visibility, illustrated in 2012 by the award of the UN-Habitat Scroll of Honour by the United Nations. The distinction recognized the impact of financed municipal investments on improving living conditions and reducing territorial disparities. To maintain its resource mobilization capacity and meet the requirements of international donors, the institution undertook to bring its management processes up to standard. Feicom thus formalized its quality commitment through ISO 9001 certification in 2009, before integrating sustainability criteria with the acquisition of the ISO 14001 certificate for environmental management in 2021, followed by the ISO 45001 standard for occupational health and safety in 2025.
In the wake of its fiftieth anniversary celebration under the banner of national solidarity, Feicom is steering its strategy toward the financial resilience of municipalities. Faced with the increase in powers transferred by the State to regions and municipalities, the bank of territories aims to optimize the collection of local taxes to guarantee the autonomy and sustainability of local infrastructure projects.
