Public-Private Partnership: The Bet on Tourism Development
On the occasion of the 15th edition of the Government Action Fair (SAGO), the Ministry of Tourism and Leisure gathered institutional investors and employers' unions during a plenary conference held on June 12, 2026, at the esplanade of the city hall of Yaoundé.

The debates, moderated by the Secretary General of the tourist administration, Ndioro à Mamoum, laid the foundations for increased contractualization with private sector economic operators. The goal of the public authorities is to capture private financial flows to modernize national recreational sites, an essential orientation to increase the sector's contribution to the Gross Domestic Product (GDP), currently below 4%, and to stimulate the youth employment market.
The government's roadmap is based on tax and customs incentive programs designed to reduce the initial cost of real estate and hotel investments. The technical panels highlighted the urgency of developing international standard facilities through construction-exploitation-transfer (BOT) concessions. The financing needs for the rehabilitation of natural parks, seaside resorts, and memorial circuits require the mobilization of substantial funds that the state budget cannot support alone, the annual investment deficit in leisure infrastructure in Central Africa remaining high. In return, the public administration undertakes to facilitate the granting of approvals and secure land titles to provide long-term visibility to national and international developers.
The digital transformation of ticketing and promotion of the Cameroon destination constitutes the second pillar of the recovery strategy presented to the SAGO attendees. The authorities intend to co-finance with information technology companies geographic referencing and online booking platforms to capture an international clientele with high purchasing power. Improved digital connectivity should optimize hotel occupancy rates, which nationally average around 45% outside continental event periods. The resolutions of the Yaoundé meeting note the creation of a joint monitoring committee to evaluate the implementation of joint projects on a quarterly basis, ensuring rigorous execution of bilateral contractual commitments.
