The mission aims to carry out a comprehensive engineering diagnostic, develop a detailed preliminary project, and draft a consultation file for construction companies, all within a 4-month execution period. This expert approach follows two major outages that disrupted the operation of the 15 MW facility, whose initial industrial commissioning has been plagued by recurrent interruptions since June 2019. Three international firms (the French company Artelia, the Canadian company CIMA International, and the French firm ISL Ingénierie) have been shortlisted to formalize the rehabilitation plan.

The structural fragility of the facility, built by the Chinese company China National Electric Engineering Corporation, affects the stability of the electricity supply in the southern regional departments. After the prolonged shutdown caused by the failure of the neutral point coil in 2020, the first partial injections into the Southern Interconnected Network in 2022 did not allow for continuous commercial operation.

The engineering audit must provide an exhaustive assessment of the turbine groups, command automation, hydromechanical organs, and energy evacuation station. The precise financial quantification of the rehabilitation work conditions the return to the plant's nominal capacity, ensuring the profitability of the public investments made while reducing the energy deficit in the country's southern zone.
