The analysis of the budgetary impact over a decade dispels initial concerns about a collapse of public resources. With cumulative losses contained at 103 billion FCFA over ten years, the financial administration has managed to preserve its treasury balances, exceeding 1,000 billion FCFA in customs revenue. The strategy of diversifying exchange flows, marked by the strengthening of economic relations with China, has enabled financial authorities to compensate for the exemptions granted to European products and ensure the continuity of state resources.

The concentration of tax benefits in favor of large industrial and commercial entities, however, requires a gradual adjustment of support mechanisms. The fact that 75% of the gains are captured by less than 5% of beneficiary companies underscores the urgency of more closely integrating small and medium-sized enterprises into international trade circuits. By facilitating access for medium-sized players to preferential import channels for equipment and inputs, the public authorities will strengthen the national economic fabric and create a balanced competitive environment.

To transform market opening into a true lever for industrialization, government action must maintain a clear direction. It is necessary to continue simplifying administrative formalities and stimulate the local transformation of raw materials to maximize added value on national territory. The strategic orientation of customs policies must continue to serve the sanitation of the economy while protecting local production capacities. Through constant management rigor and informed economic arbitration, the state will succeed in converting the challenges of free trade into a driver of autonomous, dignified, and sustainable development.
